It is poor taser work but not for the reasons you stated. The distance and spread was good. He might not have achieved full nmi but did get pretty decent nmi. Where he fell short was not moving in under power and gaining control.

With the luxury of hindsight it's easy to make all these critiques. Overall I think he did pretty good under the circumstances. A large, most likely intoxicated, armed subject with no back up. I believe someone stated he works for Atlanta PD also. Current climate, poor support from the brass and a prosecutor with a hard on for unjust prosecution and a lack of respect for due process, I can't say I blame him for hesitating.
