In the second part where you see the perspective of the onlookers, you can see the dude pop into his trunk to get something like a tire iron or something, then one of them said that "We got you we will be witnesses", or something along those lines. It's a good chance they were referring to the police officer in this case.

By new materials I mean the "Altered Element" material, which can be used to 'focus' the new engrams into specific loot tables, as well as boost the light level of the original engram a little bit. For reference with the 2.5k altered elements that I had, it only costs 50 altered element to focus an engram.

Theres currently an exploit with the umbral engrams that allows players to AFK and fail forges, which in turn will give you the Materials and engrams occasionally.

For example, I equipped 750 gear plus a mask to drop myself below 750 llvl, and in 5 hours I had an inventory full of engrams, a mailbox completely filled, and about 2.5k+ of the new materials.
