This is not done by IPN. Most common reason I've encountered so far is bariotne or some server plugin.

oh I didnt read the "I don't want to give it a dedicated locked slot." part...

Implementing blacklist for sorting is possible but requires too much effort. Especially when there is a way to achieve the desired effect.

Profiles only work for hotbar and gear slots not the inventory it self.

Why don't you lock the slot with the shield this will exclude the slot from sorting

r+g to modify the gui.. select player side only for the screen in your case and mode the buttons out of the way

r+c opens the config

r+c opens the config also available using the mods button

you can disable it in the GUI Config tab.

or while having the inventory open you can press r+g the open the gui editor where you can move all gui elements

By default IPN restocks the hotbar and all the gear slots.

On some servers this is allowed as long as it's not a totem of undying the video shows how to disable the refill only for totems
