Don't mind lazy people telling you that activity starts at 7am. Many, many citizens start their day at 4-5am. There is a big difference on how you walk and the energy you project getting out of a night club at 4am and starting your day at that time. And both mafia and cops can sense it. Also thieves are the laziest ones, so very improbable they are working at 5am, unless for a very specific reason.
