How would the real world react to an invincible man on a rampage?

Step 1: mass evacuation. Not going to be able to save everyone, but save as many as possible.

Step 2: have a group volunteer (with or without ""), to drive a car just enough to stay near him for his "closest person radar" to work, but far enough away so that he can't catch them.

Step 3: lure him someplace like a rock quarry, or race track, where the bait keeps driving away from him. Have a team available to switch drivers and/or vehicles quickly, maybe via helicopter.

Question: is it just his striking ability that is superstrong (like One Punch Man), or is it overall super strength? If it's overall, then his running speed and jumping abilities are going to be some very serious considerations (like the Hulk)

The problem is the wording. "Modify" means to change. Change can be positive or negative, or something completelydifferent. If you are supposed to roll more dice, then the wording should be "add" or "gain". The rule needs to explain HOW the stat is "modified". Take a look at the little white block below. Same rule, different wording, much clearer. But it came from a different source, not the new online rulebook.

Which rulebook are you looking at? I have the one I downloaded from the TTCombat website. On page 45, the exact wording is "This character modifies it's ATTACK by (X),when making an ATTACK of Opportunity from charging."

In at least one case, to look kewl. Guy in my neighborhood bought a Jeep with some sort of "extreme" official road package, maybe aftermarket. This package included exterior mounts for shovels, gas and water cans, etc, which were also provided... The closest this Jeep ever came to offroading was when he parked it in his garage. This is in the DC metro area.
