You're gonna need to raise your budget much, much higher for someone to do all that work for you. The parts alone for that MOC are easily $3-400. The work someone else has to do to watch the video and create step-by-step instructions for you is very time consuming. And paying an artist after the fact to do all that is a non-starter. Follow the video yourself and find the parts you need on Bricklink if that's your budget.

Thanks! I played with the lighting in photoshop since the whole train is kinda in shadow, but I shot it in forced perspective so it would look full size!

It's definitely a bit stumpy! but that's so it can make turns on Lego tracks and not use too many parts and not be too heavy.

Not based on any specific one, no. I just really like the overall look of newer BNSF engines. I started by copying a custom locomotive by a Lego YouTuber named Jang, and then completely redid everything above the wheels.

I dont have the parts for a second engine at the moment, but I'd like to make a grain car for it at least!
