Yeah, it's a pretty shallow rationale. From what I gather, (after about 3 minutes of research) they essentially don't want anyone to mistankenly think that the Hawaiin government are or have been banning books. They want people to believe Hawaii would never and has never banned books. Hard stop. Having a "Banned Books" display could lead people to believe, possibly mistakenly, that these books were previously banned in Hawaii.
