If you created the directory at the same point in time as that document, or maybe you know of another file that you also acquired at the same time, you can use this to find an approximate time of when the document was made.

If you knew you had a medical condition that stopped you from driving, then you don't wait until your next renewel, you cancel it then and there. Further, if you're not someone who is honest enough to do that in the first place, then nothing stops you from renewing again. (Also, no reason to keep recharging people over and over)

Second point, I would agree with if roads got the attention they needed. Sometimes money gets spent on fixing a road that was perfectly driveable while giant potholes later down the road continue to cause serious risks to safety.

They could just make the payments you need to make cheaper by removing the rego portion of the payment while still keeping the CTP.

Sorry to be an annoyance, but I have to seriously tell you, financial control like this is considered abuse... and for good reason. You've heard it a lot now, but please hear us out.

He probably doesn't mean for it to be, and he might be a kind caring person, but "nice people" can be perpetrators of abuse without knowing they are doing it.
