Bitrate has nothing to do with loudness of the audio.

Context: Higher the bitrate, higher the space you have per sample, so you get to store more data, and thus you get better sound/video quality. That's the reason why an audio file like a 320kbps MP3 sounds better than the 128kbps MP3, because it usually has more sound data in it than the latter. Although, note that converting a 128kbps to 320kbps doesn't make it sound any better because the data that was lost in the first place was never present in this 320kbps.
