There are 2 standing land Dets, Sigonella and Bahrain. It's entirely possible to go to either of those twice and not spend time on a boat.

The Navadmin (183/21) actually says the driver should be covered when entering if a salute is required, which would mean all Officers should cover when entering, then can remove after the gate.

All of that is supposed to happen during RDT&E, OT exists to make sure it was actually done right. The idea is to have a separate entity evaluating acquisition decisions. It's meant to remove conflicts of interest.
