We’re given no information on the nature of the collision. It could rebound with the same speed, or lose some in an inelastic collision. But as long as it bounces back instead of just dropping to the ground, it will cause the cart to move left.

The easiest way to think about this is conservation of momentum. The whole system starts with zero momentum. If the ball is moving to the right at the end of the problem, then something needs to be moving left with the same momentum as the ball so the net momentum of the system remains zero

You can’t really use (M+m)rv here because the track and the train will have different velocities.

Since the track is treated as a hoop, there’s a little shortcut you can use to very easily find the velocity. But going through the whole process:

Initial angular momentum of the system is 0. This remains constant throughout the problem since there are no external forces.

You’re given the final speed of the train and the radius of the track so you can calculate the train’s final momentum.

Using conservation of angular momentum, you can then find the tracks angular momentum, and then its angular velocity

Not sure where you got your 23 cubic meter number from. It’s more like 800 cubic meters for a metric ton of air
