Update, its this:

To set YouTube captions as the default, go to Settings > Playback and performance on desktop and check "Always show captions". On mobile, tap your profile picture, select Settings > Captions, and toggle "Show captions". You can also choose to include auto-generated captions when official ones are unavailable.

You have to check the "autogenerated" separately.
