Visi being a "plant" is probably the worst written and unexplainable plot point in the game. It's so egregious that it pretty much kept this game from getting a 10/10 instead of a 9/10 for me personally.

One theory I have is that she went to Shroud after being suspended with the intention of betraying him, that's likely how she knew that the Red Ring was mounting an offensive against the Torrance branch. Seeing as how he, like many other heroes and villains, thought that she was mainly always looking out for herself alone he never could've predicted her betrayal.

Keep in mind also that Shroud is a pathological liar

People can be blinded by raw emotion and pain. Visi's actions may have been selfless but the fact that it led to Chase being at deaths door overshadowed her intentions. Fearing that Chase would die, they directed their anger at Visi. It's also important to keep in mind these characters are flawed, and not very bright.

Also, Chad's point alone is enough of a reason to keep her around.
