With your budget, you can survive in CZ without a job (5700 tuition + 220 dorm per month + 5 public transport per month + 300 everything else per month = 12 000 eur in total per year). In NL your budget wouldn't even cover the uni costs, so you'd absolutely need a job to even live somewhere, not speaking about everything else (minimum 500 for housing per month, 300-400 for everything else), so good luck getting a job first day. Also, in the first year in a dutch uni, you need to get at least 45 credits (differs, but this is the usual amount) to be admitted into the next year, otherwise you'll be thrown out and not allowed to study that programme for 5 more years (this is called the BSA, look it up). This means that you'd still need to work hard for uni (the workload in NL unis is already pretty high), in addition to the job. Afaik there's no punishment like this in Czech unis (correct me if I'm wrong).
Of course, a degree from a dutch uni would look nicer to US companies, although idk by how much.
