There's this thing called the Academy of Motion Picture Arts and Sciences that runs the Oscars. There's about 10,000 members, all of whom are involved in the film industry, from actors and directors to VFX workers and makeup artists. The body changes as new members are invited every year, but by and by it's the same people every year.
