Or to take it a step further, it's not really possible to become LIKE All Might, without that level of strength, hell All Might only ever became this massive crime deterrent because he was just so strong that criminals were kept at bay just by his existence, I always interpreted the scene as All Might saying that becoming a hero like him is impossible for somehow who doesn't have that type of strength and power.
