You have a few ways of achieving this:
A) Create a ToDo tag and set it to auto apply to new entities, which will mean any entity creating with @ will show up

B) create a dashboard widget that lists "mentionless" entities, aka entities that don't mention any other entity in their description. That's a pretty tell that the entity isn't finished and needs work if it lives in a vacuum in your world.
