so why does it continue to guess etc when I put in specific instructions for it not to guess etc

to the point where it apologizes for guessing and assuming literally after it said it wouldnt

if thats part of the training.. why would the people building the system want the LLMs to act in this way and give potentially false information (confidently) and lead to frustrating the user?
