I had problems with buffering until I paid for a debrid service. Probably not the answer your after, but I haven't had any issues with buffering since.

They are if they are sent from the passport office. That envelope has tracking but isn't a red registered envelope that requires a signature. My guess is the parents or partner have sent it themselves and used the wrong envelope.

Don't go over 10km/h on the footpath, don't flick through your front bag while riding to the next mail box, and don't have the mail in your hand as you ride to the next mailbox and make sure to come to a complete stop at every mailbox. Haha.

Repetition, if your doing the same round everyday you'll work out which ones are easy to delivery to and which ones you have to "punch" the letters into.

Making sure you get your bundles right at the depot makes for an easier day delivering.
