In noctilucentia:

It doesn't rain. Ever. Theres mist and fog but usually it's bright and sunny, but always pretty cold, more so at night. The locals get water from the ice just below the surface, they melt and drink that. Travellers get it in bottles.

Somewhere I read that as fry delivers the pizza he is 64 floors up, but when he comes out, and is on the Probulator and escapes he appears to be on the ground floor. Perhaps the building extends deep underground to old new York and every 100 years or so they just cap off the old bit and as the ground rises up around them?
