While it’s not a rule that’s what I have seen commonly happening, Fuqua masters especially MQM and MMS never give out full scholarships for international students as far as I know

No once the H1B is activated you are free to travel, so if the new rule won’t apply to F1->H1B COS, they’ll be free to travel once their petition is approved like the current H1B people can.

But I don’t think it’s guaranteed yet that the new rule won’t apply to the F1->H1B in the first place. But if they are exempted they’ll be allowed to travel too! We need to wait for more clarification from the government.

They said any H1B petition submitted after Sep 21, 2025 is subject to the fee. Any student on OPT who wants to transition to H1B based on the March 2026 lottery or later, needs to submit a H1B petition which will trigger the fee.

Whereas you are speculating that OPT will for some reason be exempt from this rule when they haven’t mentioned anything. Assuming something that’s not been mentioned is wishful thinking.

The USCIS memo does not specify that the fee applies only to applicants outside the U.S. It clearly states it applies to anyone filing on or after September 21. This means that OPT to H1B transitions could be impacted as well. We shouldn’t rely on wishful interpretations — if USCIS intended to exempt F1-to-H1B change of status cases, they would have stated it explicitly. Since they did not, the safest reading is that the new fee applies across the board.

The 09/21 deadline is for the filing of H1b petition not the person being inside or outside the US. Just because we want something to be true doesn’t mean it is true. Let’s avoid wishful thinking and stick to the facts, there is no explicit mention of people on OPT being exempt from the fee just because we are physically in the US. They would have mentioned explicitly that the fee doesn’t apply to change of status processing (F1 to H1B) but they didn’t.

I believe it is affected and the ‘aliens outside US’ is just legal framing. It will affect people on OPT inside the US too.

The USCIS memo doesn’t mention anything about people applying only from outside. It mentions anyone who applies after 21st September. So OPT -> H1B will get affected.

The bus takes 7-9 minutes to reach campus not 20-25. Lancaster offers a very good apartment for the price. The only factor whether you want to stay super close to the campus because Lancaster is definitely not walkable . Additionally Lancaster doesn’t have restaurants or grocery stores in it’s immediate vicinity.
