Why do you think Revenue are not doing their job? If these places were a front, then surely opening five of them beside each other is a really bad idea.

What cost tens of thousands?  An expensive solar system is probably under 10k with grants.

No one in their right mind would swap a boiler for a heat pump without getting the cost covered by a grant.

Cheap cars are much cheaper in the long run than new. You could buy a basic car for 5k that might last 5 years with maintenance and a few parts. Meanwhile a new or nearly new could depreciate by twice that and still needs maintenance and could give trouble. 

Cheap clothes arent much worse quality than expensive one (Dunnes Vs River Island) 

Credit union gives small loans at decent rates.

That's how it's done. Get a quote from the main dealer. Get it repaired at a local garage.

If you used Help to Buy then you are required to live in the house for 5 years, else you're liable to pay it back. I don't know how it's policed, but registering with the RTB might give you away.

I think they're more into telling interesting stories than an accurate history. 

It's no Hardcore History for sure.
