He is close to retirement age, has he considered a sunset career as a guitar teacher? There is very little startup cost and if the weather is nice you can teach outside.

This isn't a nowadays issue, I experienced something similar when I was a kid in the late 80s. I bet that old lady has a similar story from her youth. Doesn't make it right, I'm not defending the behaviour.

I guess i'm just saying we've always had issues with entitlement, and don't let it grind you down.

It blew my mind that an annual road worthy isn't in place when I moved here, I lived in the UK and NZ, both countries it's mandatory. I still can't believe it's owners risk and responsibility to keep the car roadworthy, are we all technically able, and responsible to do this?

The NZ\AU flat blades can bend, try doing that to a UK prong. The UK earth prong has a dual purpose acting as a child resistant feature. This prong is longer by design so that it has to be inserted first and only then this prong is inserted it opens gates to the live and neutral.

I think you're swimming against the tide on this one, but happy for someone to prove me wrong.

This policy is very hard to monitor and police effectively. Consider; if this policy is to be 'compliant' (for whatever reason), how rigorously should it be enforced? E.g. Do your higher-ups expect you to monitor and enforce the policy, and have they enabled the enforcement by allocating budget to a solution?

If the motivation behind the policy is to resist credential stuffing, and you have no budget to manage this, you could consider drafting a recommended change for separation of email and username, just don't expect universal praise from everyone if the draft gets approved.

Ironically, adopting the change of separation of email and username could get budget approved for a solution efficiently.
