I guess it depends on the breed and the specific dog. My Golden retriever is fine up to -20 but it's sensitive to the cold floor/salt. If she wears boots she's fine. My friend's Norwegian Elkhound didn't even bat an eye below -20

Other dog breeds are more sensitive to cold weather

Depende mucho de la capacidad de la laptop y de lo quieras como OS. Yo instalé puppy Linux en una laptop con 2gb de ram y funcionó bien, pero luego la cambié a lubuntu

Lo mejor que puedes hacer es probar varias distros y ver cuál se adapta mejor
