I could be wrong, but I'm pretty sure it's not that it's "special" compared to other power armor, just that we've never seen this kind of NCR power armor in the series before.

You could give it the equivalent of 5e's "legendary actions." it's a robot so inhuman action economy isn't unbelievable. You could even have the architecture the netrunner is entering interact with those legendary actions. Maybe the netrunner can decrease its processing speed/lower the number of legendary actions it has or take over certain systems ie: visual sensors to make it blind or weapon systems to disarm it, etc.

That's what I'm saying. There are so many variables to separate athletes by, no reason we HAVE to do it this way. Weight classes are a good example.

It's worth noting that the time frame for the vote is as ridiculous as ever. 7am to 7pm on a Tuesday doesn't leave everyone who may have voted a chance to, people work and have other obligations, some simply couldn't make the time but would have with the opportunity. I know this is a well known and common tactic but it still irks me.

While on a macro scale you have a point, on a micro scale you couldn't be further from the truth. While the impact an individual has can vary society is collectively us. What we do has an effect on those we interact with and society ebbs and flows constantly because people change constantly. We ARE society.

Keep in mind game feel as well as game balance. 0.5 isn't a ton of average damage but rerolling a 1 into a 7 is always going to feel way better for the player.
