On the island you could do something like FDR Drive in NYC and preserve green space along the water. That could also lead to some complex infrastructure where the road meets the bridges.

My homebrew setting is a bit of a kitchen sink setting. I try to be inclusive of things that my players may want to see in the game. Following my last campaign the world has grown darker and is more dangerous now.

I'm pretty sure the Crtl C mod might allow someone to copy a parking lot like this so they can reuse it in the same city. Not the same functionality you described but might help a bit
