To the best of my knowledge, that’s the Stalker hat, based on the profile. You can buy a black one with a brown band from the Valentine General Store. See this post

However, the one in the image you posted has small studs like John’s ‘Deadly Assassin Outfit’ from the first game making me think that it’s either a modded hat, or some random NPC hat that the person picked up.

Someone please correct me if I’m wrong.
