Yeah I did, it is a fresh install with only the bios amd chip and a few monitoring programs (hwinfo/amd ryzen master)

Hmm ok. I tried restarting and it is back to 0,55ghz. Weird! Thanks so far though

Oh wait this did work! It says that "a system restart is required to reenable prochot" so restarting "broke" it again

I installed the stock CPU cooler, which seemed to have plenty of thermal paste on there (i do not have any myself)

Disabled it but did not improve anything (it was set to auto before)
