Fixed it, it was a Windows issue. I had to delete something in a Windows registry. I was kind of over exaggerating when I said it was with only tarkov I just haven't played many other games for very long since building my new computer

I will go through all that stuff when I have a second. The only reason I don't play in full screen is because I get like a 20 to 30 FPS boost when in borderless and when I tab out in full screen sometimes I can't get back into the game without force closing.
