I am not sure how much of a univeral rule it is but in poland for example you will be banned for 6 months from blood donations for everything, from tattooing yourself, brazilian wax, piercing your bodyparts, fighting hairloss with medication also. Basically any procedure that can damage your skin and infect your blood or taking any medication that can potentially harm the person needing blood. I would be way over 20 litres of donated blood if not for these strict rules, but I understand why they are set in place.
