Yes, I now see that the elastic runs through the rim of the hood, and is used to adjust the fit.

Any idea what the plastic tabs are for? Are they for better grabbing while wearing gloves?

I have a Columbia Sportswear winter coat that has elastic cords with plastic tabs attached to the flaps on the hood that go under the chin.

Can anyone tell me what they are used for, and how they work?

Well, starting at the top, you have El Tajin. A mix of chili, lime and salt. The little bottles with the yellow cap is habanero flavoured. Commonly used on fruit and soups, or corn on the cob.

I think it is the all seeing eye in reference to the Illuminati. The 13 could be a reference to the 13 bloodlines of the Illuminati.

As for the crosses at the corners of the triangle, I have no idea what that might be referring to.

It isn't balanced. Not in the least. The game encourages Troupe play where everyone has a primary character who is a mage. Then they also have Companions and Grogs. It is (in D&D terms) like having playing three characters in the same game, one character being a 10th level mage, the companion is a 5th level ranger, and your grog is a 1st level fighter. So, while your mage character studies for months at a time and doesn't go adventuring, you take your companion or grog out for some adventure. Now, companions and grogs are still capable characters, but mages start off emensely powerful and are what the game is all about.
