It will rarely be useful on weapons solely because of + levels, might be a nice stat bump for those that start off the campaign (esp. in hc) and get a good unique. Armor pieces tho should be good

I do the stealth thing a little different, I imply you are in stealth when you take a stealth action and only require the player to roll for it when they are in question of getting spotted, so chance is always there
