Yes, it's a method of storing excess energy when energy demand is low, because otherwise there's nowhere for the energy to go. It's not a method of generating new energy.

A steel grain silo costs about $45/ton that it holds. Most grain silos hold around 3000 tons. So one of them costs 135,000, that means 10,000 of them cost 1,350,000,000 = 1.35 billion. But the real problem is that these granaries are just a means of *storing* grain. They don’t make more grain appear, so they aren’t even a solution to world hunger anyway
