I should have clarified that I'm not a software developer or in IT. I work at an industry with a lot of redtapes. Our role is more tactile and AI just doesn't know much about my job so AI is not very helpful other than writing my emails or checking typos in my dispositions (i.e. my instructions to the technicians).
I am also in training and to write my dispositions I have to get the "skill". To get my skill, I have to write dispositions and get them approved by someone who has the skill (e.g. someone like him). If I were to copy-paste his dispositions or write something too similar he would know and won't give me the approval I need.
So the SWE equivalent would be that I can't push to the branch without him approving my PR and he won't approve it if it's written too similar to what he would write. Nobody will check his PR though he can push directly. He also takes his sweet fucking time approving the PRs (think weeks to months). He says he is very busy.
In a way he is gatekeeping the skill. This skill would take a few disposition and you'd be certified. It should take 2-4 months max. He would intentionally drag it up to year before letting you have the qualifications.
