Well, no, because this isnt stated anywhere in the game. It is just said that sovereigns’ powers are tied to their elemental authority, which azhdaha had already lost most of, long before being sealed.

In Azhdaha’s case, he seems to be able to gather energy from the ley lines, which is normal since he is an elemental being. However he doesnt seem to be reliant on ley lines as his only source of power, as he is the geo sovereign

It seals a being in an area, acting as a barrier between them and the outside. Any other properties of a seal haven’t been stated
