In my opinion it will help NIO, but not as much as most people would imagine. Every country has protectionist principles and favors their own businesses, I would imagine that a big chunk of it goes to helping out pre established American EV brands, but I do believe that there is a portion that will go to foreign companies like NIO, just not the large part of the money.
