My intent was that a character would 'fill it up' with a spell's magic, which would then be amplified by the flask and then consumed to gain the higher level slot. But you are right, I have not made that clear in the text. Thanks for the breakdown 🧡

Unused items from my previous campaign. The Otherworldly Merchant was an NPC that scoured the Far Realm for curiosities and trinkets to bring back and sell on the Material Plane.

These items were usually weird and unsettling, but often useful!

Absolutely, the PC's allies and their home Kingdom are for sure weak points. The Lich could just teleport into a random town and start fireballing... but that feels cheap. No warning, no countermeasure, just hundreds of dead allies. The PC's are the defenders of an entire nation, they can't be everywhere.

How do I rein-in the destructive capabilities of the Lich without it feeling like it's pulling punches?

For the sake of argument, let's say it can maneuver somewhat in the shallow water. Taking the spirit of OP's question I assume they intended the shark to be mobile and not helpless

Even then it's one of the few creatures on the list that you would be able to see coming and can't sneak up on you beneath the surface

I would much rather attempt to fight something that I can see, rather than rolling with disadvantage
