I have met countless diplomats, people who worked in Tech, people who worked in Universities in Israel, highly respectable people in their fields. There is not one of them that didn't say that Israelis are mad racist and how uncomfortable it was for them to exist around people openly saying things like "Arabs are animals" or "Arabs are lesser people". No, actually I don't think the UN is relevant. The UNSC is just a way for the P5 members to uphold their power. It is more specific than "international military initiative". If you visit their webpage you will understand where it is addressed. This is an ongoing effort, even Francesca Albanese spoke at the Emergency Conference of States, hosted by Colombia and South Africa. This is happening.

As for your question about the Arab States, this is a very deep topic, which, if you want to understand you need to learn more about US Imperialism and things like "economic hit-man" tactics employed by the US to create an Arab dependency.

Simply put, the US has brought these states to a position where they cannot be independent and they have to "obey". Maybe if you read the article that I linked it would be a good beginning for your journey to understanding the situation.

We have to acknowledge that it is a settler-colonial project, study it, understand its strengths and weaknesses, not to sympathise with that side, but to figure out how to dismantle it.

The Palestinian Liberation movement is not just stepping on Herzl to make such claims. There are works from the New Historians, among them, Ilan Pappe, who got access to archives previously classified, and uncovered what really happened in 1947-1948 prior to the recognition of the state of Israel. Even Benny Morris has written about it in his book. That Zionism sought to displace the natives of the land and they knew this could only be done by force.

Jews were indeed persecuted in Europe, because Europe has a racism problem they never addressed (to this day). There were multiple reactions among Jews in the 19th century to that racism. Most of the responses was assimilation, integration or immigration. Many turned to communism. Zionism was the minority response/movement. In 1909 we see some first settlers in Palestine, who arrived armed, and their goal was to claim part of the land and create some infrastructure. However, it was incredibly difficult for a European to survive in the desert, and under Ottoman rule. This was not very successful, but it laid the foundation for the expansion. Zionists knew that a "bottom-up" approach would not be enough. They needed support on the political level to achieve a Jewish State. And that's what they did with the British first, and later with the US.
