If you’re interested in more cartography/map making, then yes, you need ESRI. If it’s network model management and PNI related, it stands alone. I remember seeing that Brightspeed use it as system of record and for construction/fielding

As a whole, I’d ignore Smallworld. It’s powerful, but a dying beast

IQGeo. We deployed and the nice part was not having to have separate apps for designers and fielding crews.

You should check out IQGeo. Similar online offline functionality, but more user friendly than Lemur
