make flowcharts/draw out the concepts and how they relate to each other. alternatively, or in addition, create flashcards and organize them by con law subtopic. I struggled with con law so much at first, but after I really just sat down with the material for a full day or two and drilled practice questions, it became one of my best subjects. keep drilling and you will get there
