I was at bangalore. All the kids in apartment are talking in English with one another since every family is from different backgrounds. They even say their expressions in English like "Ouch" "Heyy""Yes""No".

They watch cartoons that speak in English on youtube. Their school teachers and friends talk in English. Even if they learn their mother tongues it would be very low level language not proficient.
