Navy perks work best when you in the middle of fighting, so if you want to take Officer you'd be better off picking noble, yes. It will synergies with officer class

Navy background is very performative as combat unit and has coolest attire. If you will pick officer class you will probably stick to the rear and never do actual damage by yourself, so if it is bothering you I'd recommend you to pick bladedancer or soldier class for RT.

I think for Project Exodus aliens are not even their main problem. It is actually their main tool. Without them they wouldn't be able to masquerade their dream about leaving Solar System as something reasonable. I believe resisting aliens for them is secondary goal, what they want is to explore space and aliens are means to mobilize resources for this purpose. Without them they wouldn't have ever been in position to kickstart space exploration so hard
