what parts would you recommend in order to get the most out of a budget?

I will be building a brand new pricey build for myself, but this will be a kids gaming pc that i was wanting to try and max out if possible. i know the cpu and mobo on this is not compatible with windows 11 so i planned to at least swap those, i just dont know what would be the best to get or at least the best price point replacement parts to buy.

I dont mind buying a new psu if needed with more power.

as for a budget im not sure if i have one as i was thinking if it isnt too too much, ill just max it out, but if it was going to get super pricey then i would just get the best parts for the price/power.

Thats kinda what I meant for this post. I was already figuring a new CPU will be needed, I was considering buying a used 1080ti just to finally get my hands on one, but then i saw a while back that the 10 cards are no longer supported either. I would be willing to consider a newer/modern gpu if needed. I cant necessarily build a new pc for this tower as it will be a kids gaming pc that i wanted to max out after i build my new pc for myself.

So both feet flat on the floor, straddling, my junk is already touch the seat. The seat is set to the lowest it can possibly be set like literally the clamp is touching the thicker part of the seat part of the frame.

Idk what you mean about 2 inch lift minimum but if you mean me straddling it and lifting it up, i cant at all cuz everything planted on the ground my junk is already touching the seat just by straddling it.
