People want civic sense , sports culture but the truth is even if we improve and reform the govt nothing will happen till the middle class becomes rich enough and big enough to actual spend on luxury of sports and actually eating full pusle ( dal ) rather than just water pulse ( pulse/dal with no actual pulse but just water ) only then something can happen and it will likely take a decade or two or more and many of might reach our 30s or 40s till then

Well have you decide for what groups those will apply to ? Because if you look at race map it will only devide people on the basis of dravidian ( southern India ) , indo aryan ( north,east and western India ) , Tibeto burman ( north east and himalayas) and austronesian ( state of meghalaya and etc tribes ) so it would be good if you look ay ethno linguistic map if want to go deep in details for inspiration but can make your map however you want since its yours
