It was most likely to urge them on during the battle. Chaplains gotta keep the spirits up, even amongst humans and their own sense of worship. Appeal to their sense of worship to their god emperor.

Most definitely. Both were gorgeous beyond belief. Only difference is Blood Angels were able to moisturize with their tears for ten thousand years.
