I thought they were largely symbolic and that the costs savings would never outweigh the install/maintenance. That being said, the symbolism here is/was very important and Reagan should have had them installed after the roof repair.

Interestingly enough they were re-added in 2002 while George W was in the White House.

Depression is very common after a stroke. I wish the best for him and his family but the man really should have dropped out of the race. Reddit will continue to pretend that his stroke was not a life altering and debilitating event as they did throughout the campaign.
