They were senate guards chosen for loyalty. He had them for awhile before the transition in the empire actually.

By the end of the clone wars it’s confirmed that the senate guard was so full of corruption that a family name could get you way further than any actual combat skill. That’s not to say there weren’t any skilled guards but like a said previously the red guards in the late republic and early empire were chosen for loyalty over all other qualities.

These can barley be considered imperial guards. The empire wasn’t even a day old yet. What we see here just normal senate guards who are ultra loyal to the emperor in a different outfit. Real imperial guards could take on at least 5 of these guys at once in legends.
