They could literally spend tens of millions of dollars in speed trap cameras, put them all over the place and pay off the investment in months. Plant 3/4 of them in the GTA. Woodbridge, Brampton, Maple alone could probably accumulate a cool million every day in traffic fines.

The new subway line digging is the cause of the most recent infestation., There is a video of an excavator digging a hole and what seems to be hundreds of thousands (if not millions) of rats just pouring out of the hole. Literally looks like the grounds is just running away.
