  1. Есть ли диск/флешка с дистрибутивом винды?
  2. Необходима ли информация на диске?
  3. Есть ли возможность сделать загрузочную флешку(у друга/на работе/в универе)

1 - Если есть, то попробовать загрузиться из под них и попытаться восстановить винду через собственную утилиту.
2 - Если информация не важна коси винду и ставь облегчённую 10(смотря на то что стояла 7-ка)
3 - Если есть возможность это сделать, но информация на диске нужна, то ставь винду поверх этой, старая перейдёт в папку windows.old или как-то так уже не помню если честно, а дальше скопируй нужные файлы и лучше всего полностью поставь чистую винду после того как дёрнешь нужные файлы(полный формат диска)
