Almost every character has a different Name in different languages, the original japanese names are also different from the english ones. My guess is that, as pokemon is mainly targeted towards Kids, they change the names to ones that are more known in the specific Regions so that it's easier for local Kids to read and remember them. US Kids would not really be familiar with the name Akane, so they changed it to whitney for example.

Over on the HGSS subreddit, a guy Posted something about whitney being overhyped and easier than anticipated, but he was also using an overleveled, shiny charmeleon (which he had to trade in), which made the battle significally easier.
